The HPSLA is an association primarily of school cadre lecturers which stands for the common cause of the its members irrespective of distinction on the bases of cast, religion, sex or political affiliations. In today’s setup an organization become more important to safeguard the benefits of the cadre.
Way back in early seventies it was Dr Shammi Sharma and Sh G P Dinkar who made efforts to strengthen and unite the teachers.
A joint general house of teachers was convened at Dharmshala, Kangra in 1973 when there were 273 lecturers were serving in the department of education. In the meeting at Dharmshala Sh P.C.Chauhan was entrusted with the responsibility of forming an association of lecturers. In December, Sh Chauhan came out with the an Association of Lecturers, Himachal Pradesh .He was elected as first president with Sh M.R. Sharma as its general secretary.
As the 10+2 system (introduced in 1986) was shifted to the schools from colleges in 1989, the HPSLA came into play. In the first ever elections, Sh Naresh Kumar became president with Sh J.S. Dhiman as General Secretary.Thereafter, the following is the incumbency of the HPSLA in respect of president and general secretary:
1986-87: Sh Naresh sharma President, Sh J S Dhiman Gen.Sec
1987-89:- Sh Babu Ram Verma President, Sh J S Dhiman Gen. Sec.
1989-91:- Sh Babu Ram Verma President, Sh J S Dhiman Gen Sec.
1991-93:- Sh Babu Ram Verma President, Sh J S Dhiman Gen Sec
This HPSLA launched an agiitation for the regularization of tenure lecturer. Sh Babu Ram Verma resorted to fast unto death. Eventually the government had to condescend to regularize tenure lecturers.

1995-97 :- Sh J S Dhiman President ,Sh B D Sharma Gen Sec
1997-99:- Sh Kamwaljeet Thakur President,Sh. Ghanshyam Kapoor Gen Sec....
It was Sh Ghanshayam kapoor who did the pioneering job in drafting the constitution and basic organizational structure of the HPSLA . This state unit fights a strong agitation for gazetted status of lecturers in 1999. Many cases were registered against the activists of HPSLA. The Association resorted to "VidhanSabha Gherav". Ultimately, The gazette status was conferred on school lecturers.
